There are rails on the market with cheap welded, un polished brackets and laminated plastic caps with tubing that is not 304 grade even though its advertised that way. Remember, you get what you pay for!
The Bar Mount Brackets are designed to mount to the face of your bar with wood screws and an optional nut and bolt assembly that requires access behind your bar. End caps mount on the inside of the tubing for a clean/finished look.
